  滨海新区在实施“三项重点工作”中取得显著成效,截至目前,新区16所二级以上医院开展预约诊疗服务;16所二级以上医院开放无假日门诊;16所二级以上医院中共有14所实行了临床路径管理。

  预约诊疗服务是公立医院“以病人为中心”开展医疗服务的重要举措。新区卫生行业在全区二级以上医院启动预约诊疗服务,开通“医指通”统一预约专线和网络挂号平台,建设“医指通”社区便民同步挂号平台,在泰达国际心血管病医院、泰达医院、开发区康翠社区卫生服务站等安装“医指通”预约挂号终端,使居民足不出户便可预约到大医院的号源。 

  新区各医疗卫生机构通过严格医师出诊管理、强化错峰出诊制度,延长预约周期、扩大预约放号比例等手段,逐步实现“首诊到社区、就诊先预约,层级就诊、有序就医”的就医格局。 

  目前,新区16所二级以上医院均已通过医院网站、医指通、电话、现场、短信等多种渠道,开展了预约诊疗服务。开展预约诊疗服务门诊专业有140种,占70.35%。新区本地病人复诊预约率已达到50%,其中口腔科、产前检查、术后病人复查等复诊预约率已达到60%。

  为确保市民看病及时、不间断,新区卫生部门在全区16所二级以上医疗机构开展了无假日门诊,按照学科特点和患者需求,选派业务骨干在节假日出诊;实行节假日专家错峰出诊制度,保证专家节假日出门诊时间;整合门诊患者就医流程,有效缓解“三长一短”现象。同时,在院内设置门诊导诊、服务台、预约窗口等,提供医疗特色介绍和健康教育资料,出借轮椅,提供饮用水等便民利民服务措施。 

  今年1至7月份,新区二级以上医院公休日门诊开诊专业共173种,占专业总数的48.73%。 

  与此同时,新区社区卫生服务中心也实行了午间连诊、下午延诊和周末半天或全天出诊服务,方便社区居民就近诊疗。各社区卫生服务中心按实际承担的就诊人次和服务流量,设定应诊时间和延诊科室,有效推动了层及诊疗机制和社区首诊制的建立。
